Description: The course examines political and social factors that impact state and local government decisions---primarily in how a state chooses its form of representation in the size of its legislature, how it is apportioned, what its priorities are and how those priorities are to be pursued. We explore this by an in-depth consideration of reapportionment and gerrymandering, both at the state and federal Congressional level and an in depth look at the Minnesota state budget process---how taxes are collected, what spending priorities exist, and how the federal government's policies affect state government finances.
